Ok...

I've posted it here

Nobody on there has been able to solve it. So I'll post it here, too.

  • Portforward 27015-27017 UDP and TCP
  • Set a static IPv4 (.150)
  • Portforwarding to IPv4 .150
  • Windows firewall is completely disabled
  • No extra firewall or anti virus installed
  • The same exact files work just fine on another machine
  • Unturned is up to date
  • The Static IPv4 is unique and is the only one
Still can't connect. Help?

Are you connected to a router? If so, what is the make and model of the router? Check and see that you're on the latest firmware update for the router. Following that, check to see that the firewall option within router is disabled.

Am I connected to the router? - Its the only source of internet and I can login to it... so... uhm... most probably..

The model - R6300v2

Latest Firmware check

Disable router firewall?
1 - Never heard of a router firewall
2 - I can't seem to find it in this router

Are you sure you are getting a public IP address from your ISP? Some ISP's hand out private addresses on IPV4 because there is a shortage of public ones.
How can I tell if it's public? This is central-USA, I doubt they would run out. Here's the IP - 68.97.112.181

I don't care about handing it out, since it will be a public game-server and we'll be handing it out anyways.

It is a public IP but I doubt it is anyhow related. Because you say the files work on another machine that means it is not likely a forwarding issue. It almost has to be a issue with the machine somehow.

At this point you try the brute force approach. Load wireshark onto the machine. You should see if traffic gets to the machine and it does not respond or if never gets the data which would mean it was a network issue. You want to run as little traffic as possible to avoid being overwhelmed by the amount of data being captured. It is possible to filter for just the port but wireshark is not a simple program to learn.
