[SOLVED] I've tried everything I cannot get this port open

I've run through this (https://portforward.com/nokia/g-240w-b/) tutorial for my router I've downloaded auto port forwarding software I've set up a static IP address I've contacted my ISP I've let this java and this server through my firewall I've tried setting my PC to DMZ closing my firewalls and checking the port again but it just won't open I'm completely out of ideas now so I need someone way smarter than me to tell me what Im doing wrong View: https://imgur.com/uwHZF5v

Generally the DMZ is your best first test because it is easier to configure, some router have very confusing port forward screens.
Make sure the program is actually active on the port or the port scanners will say it is closed.

From what I can tell you have done most the steps. What you need to do is check the IP being assigned to your router on the wan interface. This needs to be a public IP. The easiest way to figure out if it is public is to compare what you see in the router to a site like whatsmyip. If these IP are different you do not have a public IP and you will need to contact your ISP to see about getting one for any port forwarding to work.

where am i supposed to find my public IP in my router settings?

I've already contacted my ISP and they told me everything should be working and there was nothing more they could do on their end.
