Jagged text, graphics, edges, more pixely

Hello all, I have been searching for the answer to this issue and have not found anything useful so I am trying my luck here. I run a dual monitor setup, and the other day, I suddenly noticed that the text and font on my primary monitor looks all weird. The text is thin and jagged and just looks a lot worse, like its more pixelated. Then I realize it was on everything. The graphics just look a lot crappier for some reason. The odd thing is though, when I drag something from that monitor to the other monitor, it looks fine on the other monitor. When I put it back on the other monitor, the problem returns. I tried updating video card drivers, updating windows, changing my display and graphics settings, going back to a restore point, you name it. I have not changed anything on my end and it was fine just not that long ago, I don't understand what happened?? Is this a monitor issue or something??

For the record, I am running Windows 10, and my graphics card is a GTX 760. The monitor in which I am having this issue is an AOC 27 in. This monitor is new, I've only had it for about 2 months, and it was working fine but if this problem is the monitor fault then I don't know what to do and don't think I can return to Best Buy.
 
I think the resolution of the second monitor is very low
Go to display settings and change the resolution
Higher the resolution better the quality
If this doesn't work
Change the settings of ur monitor there is a settings button on the monitor

 
There is no resolution setting on the monitor and I have already tried adjusting the resolution of the monitor in question. It is set at it's native resolution and prior to this issue I had not messed with the resolution settings.
 
I know how to change my resolution and I have already tried doing that before. It is set at the recommended resolution of 1980 x 1080 and this was the same resolution it was on BEFORE this issue started happening.
