Jankey fps with radeon hd 6970?

It may just be me but it seems like almost all games seem to have so sort of visual lag when i play them. I first tried Crysis 2 and with high resolution textures in DX9 mode i get between 45 or 50 fps according to Fraps. DX11 mode reads between 30 and 45. Both all settings maxed out. I then tried Dragon age Origins. Max settings I see anywhere from 15 to 35 fps. It jumps all about. Seems kind of jankey if you ask me. I made sure my Catalyst driver was up to date 11.12. I even updated to the new bios for Ivybridge. :/

Sapphire Radeon HD 6970 2 GB

Motherboard P8Z68-V PRO/GEN3

I5 2500K

Corsair XMS3 1600

PSU Antec High Current Gamer 750W

Monitor resolution 1680x1050

Are you sure it's visual lag and not hard drive lag?

Hmmmm. Hadn't thought of that one. Would it really kill my performance that much though? I mean it's a Sata 3 WD 7200 RPM 64 MB cache.

Well i had the card in my old rig and running an 80 gig Intel SSD. It had performance issues so I'm starting to wonder if maybe the card is faulty?

Well I have a Galaxy 465 GTX laying around I might swap the cards and see if there is any improvement.

So I upgraded to the beta catalyst driver 12.1 and fraps reported that in Crysis 2 All settings on Ultra and Hi-Res textures with DX11 that I was getting between 50 and 80 FPS on average.
