Trying to get the operating system to display Japanese
characters throughout the entire operating system but it
does not seem to want to work. I have made the adjustments
to the locales etc in the regional settings but to no
avail. Any ideas?

although you cannot change the language...
to display Japanese charachters you will need to install the correct fonts

you should be able to do a google search for Japanese fonts windows

or something similar
