Java runtime environment failure

When running an application from an admin profile, I get this:

Problem is, when a user runs it from her profile, she gets this:

She is not an admin per security policy and so this application won't run. It's missing the "Allow" option that used to be there.

I've added the site to the exempt list in java, enabled the activeX settings, tried a few other things. I just cannot get the JRE to run without running the browser as admin (which won't be allowed for that user). It used to work but apparently doesn't anymore.

Yeah, per that application I installed 1.6.41 which is the same version I installed on maybe 10 other computers that work. I also uninstalled all the other versions of java. And it runs fine from another profile, same computer, so the files are good. It's got to be a configuration/profile issue.
