Okay so this issue has driven me nuts.
Whenever my CPU reaches 100% utilization, my mouse movements is all stuttery, laggy and jerky.

This started since I upgraded my GPU. I uninstalled my drivers with help from DDU.

SPECS:
i5 6400
MSI RTX 2060 (upgraded from 970)
8 GB Ram in single channel
1tb storage and 128 gb ssd
500w psu.

This issue has been driving me nuts, and I can't play any games anymore. This issue also only occurs when I'm gaming in full screen. I have tried windowed mode, and the stuttering is gone, but I'm then met with very low FPS and tons of stuttering.

I would really appreciate your help!

EDIT: My mouse is a Razer Deathadder Chroma that I got around 2 years ago. It hasn't been damaged or anything recently, so I wouldn't believe, that the issue is with my mouse. Especially because my mouse movements are perfect when just using chrome or being in desktop.

Upgrade your cpu so its not running at 100% is the obvious answer

Secondly 8gb single channel ram is no good for gaming these days. When I play Battlefield 1 my ram usage is 12gb. When I play Elder Scolls Online my ram usage is 11gb
