my psu is not true rated it says ovation 600 watts my motherboard is pretty old and its pcie 2.0 x16 i read on some forums that some pcie 3.0 cards can run on 2.0 so i tried
yes PCIE 3 is backwards compatible. and both your PSU and motherboard isnt well known. make sure you put the pcie power cables properly. or try a different power supply.

remove your old card. reset CMOS. then install your new card.

I did this but the problem is still there everything is spinning all fans are ok I removed the logo settings in the bios and it shows american megatrends when i press f2 it says going to setup but after that it goes black screen for 2 seconds then it shows no signal but everything is still spinning

* download DDU. restart into safemode. run DDU. restart to normal mode.
* press winkey+r. type "msconfig". boot tab. select safe mode minimal. dont restart.
* shutdown
* insert your new gt 1030. connect display cables. boot your PC. enters safemode.
* open device manager. disable the onboard graphics/intel graphics.
* press winkey+r. type "msconfig". select normal startup. restart.
* boot to normal mode.
* download and install latest nvidia driver.
