Nope.
,----
| Jinxed Choker {3} Artifact
| At the end of your turn, target opponent gains control of Jinxed
| Choker and puts a charge counter on it.
| At the beginning of your upkeep, Jinxed Choker deals damage to you
| equal to the number of charge counters on it.
| {3}: Put a charge counter on Jinxed Choker or remove one from it.
`----
As Player A's upkeep starts, the second triggered ability on the
Choker goes on the stack. It will resolve later, regardless of what
happens to its source.
,----[ Magic Comp. Rules (http://www.wizards.com/magic/comprules) ]
| 402.6. Once activated or triggered, an ability exists independently
| of its source as an ability on the stack. Destruction or removal of
| the source after that time won't affect the ability. Note that some
| abilities cause a source to do something (for example, "Prodigal
| Sorcerer deals 1 damage to target creature or player") rather than
| the ability doing anything directly. In these cases, any activated
| or triggered ability that references information about the source
| will check that information when the ability resolves, or will use
| the source's last known information if it's no longer in play.
`----
If the Choker is gone at the time that the ability resolves, it uses
Last Known Information to see how many charge counters were on it at
the time it was in play, and to make the Source As It Most Recently
Existed deal damage to you.
A better plan would have been for Player A to Boomerang it at the end
of Player B's turn.
