If you think a wrt54gl is a "better" router then I am scared to even ask what you are using. That router should have been in the trash long ago. It is a old 802.11g router. The CPU in it is extremely slow compared to current models so it could limit traffic rates.

Now if you just mean a router that can run third party firm ware it is unlikely just the software will make much difference but it does have many more feature and diagnostic tools.

If the ISP is correct and you have over utilized you connection it can cause this problem. They of course many times lie to get you off the phone and close their tickets. If you are only using a single PC you can use the resource monitor to see your network utilization. It is better to...
You are likely going to have to ping the ips in the trace manually to try to find the router causing the problem.

It may not make any difference though. If you find the problem to be far into the network you can do nothing about it. Many times even if it is in your correction between your house and the ISP you can't get it fixed if it is due to load created by you and your neighbors.

Pretty much you can only fix jitter if it is between you and your router most others are going to be hard to get fixed. The ISP will not even guarantee bandwidth so they will just laugh if you ask about jitter.

Thanks for answer i checked all these ips and it was good i couldnt check 2,3 and 9 hop and i saw that this is happening only at evenings its good in morning and in night i called my isp they checked and they said i only have high ping while im using all my bandwidth but next day i tried like turning off wifi and checked my pc network monitor and only game was using the bandwidth and it was the same when i ping my router from cmd i get 1ms ping all time so i think my router is good but i want to ask if i would buy a better router like linksys WRT54GL and install like tomato firmware on it that will help or not?

When it is time of day related especially when people are getting home from work and school that is a sign of the ISP having a overloaded network. If you have no choice in ISP they can get away with crap like that, there is no reason for them to upgrade their network capacity.

Again it does not show anything. You can try pathping but that generates lots of traffic that may influence the results. You must setup multiple cmd windows to ping each node in the trace continuously.

random spikes will not show in a tracert well enough to mean anything.

i did a traceroute on ping plotter because i found its alot easier to do it and result was like crazy i had ping spikes from 1 and 2 hops and jitter like 30 all the time from 1 hop other hops was just alot of packet loss i heard that 1 hop is my router 2 is connection between my router and isp like cables so i think that is my problem and its causing other hops to packet loss http://imgur.com/a/Vehz0 here is my test and i found out that the first hop is my Isp gateway or wan gateway in other words
