There is a problem with my modem router ?
thanks for everyone who is trying to help me !

First I will assume you are running on ethernet. Wifi can do that because of interference.

A ethernet cable and even the physical ports in the equipment can not delay data. The data is either sent correctly or it is discarded so you get loss not delays.

This leaves the pc or the router to blame. If the router was busy doing something it will delay processing the ping until it has time. 3000 ms is huge most times you might see 10ms so it is more likely a bug. You can verify it is the router by letting ping run from another machine as see if it too gets these spikes.

The other is the PC. This is very tough because the PC maybe telling lies. You really can't tell where the data is being delayed. It gets into the hardware buffer almost instantly but there can be extra time before the pc decides to process the data. What it is doing durning that time will be critical to finding the cause. Resource monitor should give you a clue. It can be anything from network driver issues to video card issues overwhelming the machine.
