I compressed my C drive and I didn't actually complete it all because of a explorer.exe issue I have. But then i started playing a few games and turn off my laptop later and suddenly when i try turning it on i get

Press Ctrl+Alt+Del to restart.
Also, I do not have an Windows 7 installation cd and i cannot open the repair system using f8.

You have windows 7 ultimate edition, " that is your full windows 7 ultimate edition".
Unless you find that product key from dell or wherever you or someone stored it for safe keeping.
Your looking at buying a brand new windows 8 or windows 10 product key.
Yes you will need to store up enough money to do so when the time comes for you to activate windows 7 or buy a new product key.

Put in the service tag number, what you want is the ethernet/network drivers "lan & wireless".
Next you want the chipset drivers as provided by dell, if you have realtek hd audio download from the second link.
