what to do please help ...!! :)

Solution
You shorted out your USB port.

Whether or not it will work again, is something you will have to restart your PC a few times to find out.

Preferably without having the mouse hooked up like you had it.
Stop right now!

Trying to connect a PS2 mouse to USB will not work correctly.

You need to go and buy a proper adapter for what you want to do or risk breaking your computer (most likely just shutting down all the USB jacks connected to one port, but could be worse)

Now, if you absolutely must use that combination, post come pictures of exactly what you have and draw what you want to do.

I did tell you NOT to do anything and you still didn't think my answer was the right solution... You should stop trying to change that mouse and just buy a new one before breaking anything else.

You clearly don't know enough about electrical engineering to safely do what you want to do, so stop trying. I highly suggest you read up on how circuits work, do a few tests on an arduino (Uno is the best, since you can replace the AT328p easily if you screw up), and then you'll understand just why you were wrong to split open your cables.
