Now remove the idiotic prehistoric five slots for 3.5" drives and halve the size of the case. Who in their right mind puts even one, let alone five mechanical drives in their PC these days?

The case is obviously intended especially for building a dedicated file server, aka a "NAS" (Network-Attached Storage).
It's not that unusual: almost every PC case manufacturer has at least one such model in their line-up.

That it is not for a general-purpose computer should also be evident from the fact that the card bay fits only a half-height one-slot card, and not even an "mITX size" GPU.

loll i have 8x 3.5" mechanical drives hot swappable and 2x 2.5" ssd drives hot swappable in my pc .. in an modified antec 300 v1 case ...annnd 8 more drives in their caddy

People with large storage needs. Content creators, CAD software users, ect. Just because you personally do not need it, doesn't mean there aren't people that do.
