For the actual difference you'd see, I'd say not, although that depends on resolution.

The answer to many questions like these is no, it isn't worth it. You're paying more than double the price of your 2070 for something like 60% more performance. If you do have an fps goal you absolutely NEED to accomplish, then it may be "worth it" because it's the only way to accomplish it.

2080 ti is way too much for 1080p240, but good for 1440p ultrawide.
It's always better to wait till the next generation, but that's supposed to come out next summer, so you'll have to decide whether you're willing to wait that long to upgrade to 1440p ultrawide.
