I finally heard back from the HIS support team about the jumper:

The default setting of the jumper on board, you can refer below.

1-2pin ----- HDMI can output sound. That is default setting.
2-3pin ----- no sound output.

That page is for the H467QS1GHA card. I presume the jumper has the same function on the H467Q1GHDA.
 
Submitted a second question to HIS:

Q: What is the difference between cards designated as H467Q1GHDAP versus H467Q1GHDA ?

... to which they replied ...

A: That is a same design / Layout, the package is different.
 


The former has 1746Mhz memory speed; latter has 1600 (DDR)

Former has lower OpenGL version; compare the 2 on the HIS site in OP

8CH Audio & the bottom 4 ticks on the GHDAP should also be on the GHA's list (sloppy by HIS)
