Just bought a new monitor and it is showing blue as purple. I don't know why it is doing this but for example when overlaying text the overlay in purple instead of blue. The monitor also came with color calibration report and everything looks fine in that.

I would calibrate the monitor yourself initially and not necessarily trust a 'report'.

That being said, if the issue was with your monitor..... I don't think the screenshot you uploaded would look purple to anybody else, yet it does.

I believe GMail (and probably other Google services) use a purple overlay/highlight....
Is the issue present in other browsers/websites etc?

The blue colour is purple in all of my applications when they are on the new monitor. However when I move them to my old monitor the color is blue like it should although the purple colour in the screenshot remains even in the old monitor.
 

If that pic you posted is a screenshot, then there's nothing wrong with your monitor. Windows was actually making the highlight color purple, instead of blue.

A screenshot records the image as Windows intends it to appear, independent of your display hardware. A picture of your monitor screen with your phone camera records the image as your monitor is displaying it. The text highlighting in your pic shows up as purple on my screen too. So if it's a screenshot, then it's Windows which was making it purple. For some reason it's changing the default highlight color on your system to purple when the refresh rate is set to 100 Hz.
