[SOLVED] Just built a brand new pc and fans won't work ?

I've been playing games on my pc now for about 2 weeks now and I've had this problem for about a week. I use NZXT CAM to view my fan speeds and all of them are working except for the 3 on the top. Here is a link to a screenshot of my NZXT CAM https://prnt.sc/w4boz4 You can see that the Top (Triple) fans arent running. When I initially turn my pc on they do actually start running for a few seconds then turn off so I know they are plugged in. I've tried loading up my BIOS and manually start them up but that doesn't seem to work or maybe I'm just doing it wrong. According to NZXT CAM on the Silent settings they should be running on startup then as soon as my CPU temp goes too high they should ramp up in speed.

Set it to max, 90%. in bios, higher the voltage for that fan.
