Question Just built a new system, won’t post. Fans spin then stop.

Like states in the title I just recently decided to build a new pc. Bought all new parts from Newegg. Build went good and smooth. Went to turn it on for first boot. Motherboard lights came on and cpu fan spun for a couple seconds. Lights stayed on but no output from display port. Tried motherboard ports, gpu ports. Disconnected gpu with nothing. Tried reseating ram, different slots, single channel. Reseated cpu. Removed cmos battery. Just looking for some advice. I will list specs below.
I7-12700K
Asrock Z-690 Legend Wi-Fi motherboard
2-16gb Hyper X 3200 ddr4
Noctua DH-15s cooler
Cooler Master MWE-750W 80+gold
RTX-2080TI (only used part, out of my current rig.)
Phanteks P300A

did you verify that this memory kit is listed in the motherboard QVL?

also try a breadboard setup outside of the case on a non-conductive surface such as the motherboard's cardboard box
and see if it will load to POST screen and/or BIOS.
Just got my new ram in, old sticks were not on the motherboard QVL and still getting the same problem. Tried running with motherboard and psu out of the case with the same outcome. The psu fan and cpu fan spins for a second then stops. No light on ram or power to case fans. I’ve even tried reseating ram sticks, cpu, cooler, and different slots on the modular power supply. Just stomped now
