Judging by OSD numbers, CPU and GPU are running at close to or 100% load most of the time indicating a bottleneck. Single stick in single channel of only 8GB of RAM at relatively slow speed, don't help any either.
First thing to do is to make sure your windows is running as clean as possible with least amount of resources taken beside the game and drivers are up to date.

I think it's because of a single stick of 8gb of ram that will really cut your performance in half. Ryzen needs dual channel and also the Ryzen 3 1200 is very weak. According to cinebench it is worse then an i3. I have the Ryzen 3 1200 and it struggles with my RX 570 4gb.
