Just built girlfriend's PC and it won't boot at all.

So, I've built a PC for my girlfriend with above components, set the PSU to 115 (as I'm in the US), attached the power and vga cables, and attempted to boot it up for the first time... The last of which, the computer refused to do. I'm rather stuck, I've checked and re-checked my connections to no avail. I have a sneaking suspicion that I might have received a faulty PSU, though I can't be certain. I look forward to any and all help with a solution to my problem: What could be causing this initial boot failure
 
So nothing happens? No lights, beeps, fans? That's a dead psu. I really have no idea what the quality is like on Rosewill, but ask anyone here and they will tell you to stick to Seasonic, Antec, Corsair (not the CX line), and XFX.

It's been a while so my memory may be rusty, but isn't H61 from the Sandy Bridge era? It may need a BIOS update to work with Ivy Bridge.
