Just Cause Low FPS Without system at 100%

Well first visualize this picture and notice 4 things, Just Cause 2 low FPS, CPU usage, RAM usage, and GTX 570 usage none are 100% in use so that being said im very puzzled and for this first time ever I have to post on a forum since I honestly dont understand what is happening.

My specs are:
-NVIDIA Geforce GTX 570
-Phenom 9600 x4 2.3ghz
-3gb ddr2 RAM
-600 watt corsair PSU
(I know its all very outdated but I dont understand why that low fps when nothing is full in use)
Also I belive it is my cpu Cache :s Its my assumption because its 2mb well 3mb with the other L2 but you guys can look up the specs.. Lastly I am going to upgrade to 8gb ddr2 ram 800mhz or the fastest I found out there in newegg, and a AMD Phenom ii x4 3.0ghz with 8mb of cache in total.
But I will only if you guys believe that my main issue is because of those.Oh before I forget, Every other game like portal2 and teamfortress run pretty good on high graphics my only problem with those is that I run out of ram and it slows down but its great for the most part.. But in this case window'd and low settings without running out of ram:17 fps...

That build will never get you good FPS on that game. Just because it's not maxed out doesn't mean it's not running at maximum potential. Also, DDR2 RAM is very slow, you really should upgrade to a motherboard that can support DDR3.

*NOTE* The low FPS is only when I reach around cities and such but in the wild I receive around 50-60 frames
 


Well I read everywhere about ddr2 1000mhz is enough for gaming and if the latency is low even better.. I do understand the 8gb is a waste but 4gb is my start.

And I believe that cpu Im looking to upgrade to will really boost up my FPS since it was 8mb of cache when the one Im currently on only has 2mb and my current ram is only 800 and 667 mhz so.. obviously I believe getting the better gaming gear although its not the best it should still much much better. Dont you think?

 


Are you Sure about that because I know that a motherboard wont be less than 100 bucks.. then new ram around 50 bucks.. plus the cpu ..around 200 bucks.. idk man what do you honestly think? because Im okay with around 30fps in cities in just cause2 thats all..

 

And are you absolutely 100% sure that just cause 2 will run 60FPS without a problem?
Because Im still not understanding why if I upgrade to a cpu on this motherboard that will be 3.7Ghz for example and 8mb of cache plus gaming ddr2 ram which people on the internet keep saying its not that important to have such high speed when 1000mhz will do :s Im very puzzled can you just explain why please, not how I would really appreciate it
 
That will run Just Cause 2 at 60 FPS. DDR2 RAM is quite a bit slower than DDR3, noticeably slow. Also, the DDR2 you selected costs more than that DDR3. You will be able to get a MUCH better processor than with your current motherboard, too.
