Just got a R9 390, and its displaying nothing at all, also not showing up in device manager

Computer Specs:
PSU: EVGA 500w 80+
CPU: I5 - 4570
MOBO: Gigabyte z97x-ud3h Rev 1.1
Ram: 16gb Crucial Ballistix Sport 1600Mhz
GPU: MSI HD Radeon 7870 Ghz Edition (old Graphics card, it works fine but needed an upgrade),
My New Sapphire Nitro R9 390 from ebay that i bought from a trusted seller isnt showing any display nor is it showing in the Device Manager under Graphics Adapters.
The Card is indeed getting power to both 8 pins from my 500w EVGA 80+ PSU, and the card is showing the lights from the Bios Button. So i know that the card is getting power.
Fans Dont spin till above 60c's from what i read on the forums(Changing that when i get the card running)

My Concern is that why isnt my card showing up at all while my Hd 7870 Shows up just fine even after driver reinstalls, Clearing of CMOS, Reseatting for the 6th Time i think, and even having the newest MOBO Bios update. If anyone can help me with this issue, it would be much appreciated as this was suppose to be my birthday present.....

btw i am running Win 10 64bit
 


The Card Itself Does not give any output
 


Check to see if the cables are on right and see if it works on another slot!

I thinking last time this happened to me it was an fault with the ram that causing my monitor not to get any output and gpu was working good. Try 1 ram at a time!
 


I Mean i only have 2 Sticks of ram, but i'll give it a try. that really shouldnt be the problem as the HD 7870 works just fine
 


Am still learning about computers but you could always try reboot your computer, go into the Bios and make sure primary video is set to your add on card not built in, save and reboot.

But i do not trust getting used GPU on ebay because i cant tell if its broken or not and if you buy it brand new it will have warranty and such so my advice get in touch with the ebay seller and return it!
 


So is your video cable plugged into the motherboard then?
 


Video Card is plugged in Completely with both 8 Pins Connected and an HDMI, but gives no output
 


I Reboot After EveryThing i do basically to the Computer to Ensure if it works or not
 
After Going back to the Page That i bought the 390 From im pretty damn sure i just bought a dead card like a retard, well there goes money down the drain in hopes of getting a new GPU for my Birthday........
Now i have a 12.1Inch Paper Weight.......
Hopefully i can get this RMA'd even tho i dont have receipts of me purchasing the card myself, nor even having the box......

Where is the second 8 pin coming from? Your PSU doesn't come with 2 of them.

Well If the Previous owner + me cant get it working considering that im really good with computers, then only the manufacturer can fix it.
Ive Already tried everything to atleast try to get it to show on Device Manager But No Luck
 


If there is no video output then how do you manage to get into device manager?

I'm just confused because you can't have both be true, sorry for the confusion.

So since you say there is no video output, then that would mean you didn't try to get it to show in device manager since you never could have even seen the screen in the first place, right?
 


The Device would of shown with or without the HDMI of it worked as thats what it does for my HD 7870.
but what i meant by saying that it doesnt show up, and the only way i can confirm it was by using Integrated Graphics
