According to DxDiag, its running at only 2.8Ghz instead of the full 4.0Ghz it should. I have a AM3+ socket. Motherboard is GA-78LMT-S2. GPU is an Nvidia GTX 960 if that helps. Please help

Your board only supports up to a maximum of 95 Watt TDP, the FX 8350 is a 125 Watt CPU and isn't on your board's CPU support list. The best CPU your board actually supports, and even that is likely borderline is the FX 8370e. You're going to have to either get a better board or drop down to a lower powered CPU.

Thanks. This sucks, but at least I know the problem. Got a board recommendation? Preferably a slightly cheap one haha. Also, if I continue to use the MB and CPU until I get a better board, no harm will come to either right? And could a BIOS update help at all?

The Gigabyte GA-970A-UD3P is pretty much the cheapest option that handles the FX 8350 well. A BIOS update isn't going to help you any and I wouldn't continue using the PC. At best, you'll have your CPU continue to throttle, at worst, you might fry the board's VRMs or it will possibly catch fire (extremely unlikely but can happen).

Ok, thanks again. I'll just swap back to my FX 6100 in the meantime, until I get a better board. Greatly appreciate your help

I've had the 6100 since I got my PC. Been using it for games and surfing. Never had a problem with it. Just wanted an upgrade. I'll just try to return the 8350 and get my buckage back. Then get a new board in the future

If you have a micro center by you just get a intel motherboard bundle, like the i5 6500 bundle or the i5 4690k bundle both cost under $250. So if you are able to return it you can get a much better system for only about $100 more. only $10 or $20 if you include what you would be paying for the board.

If you can, returning that 8350 would be best move, and saving up for a entry level skylake system would be a much better upgrade. There isnt really anything the 8350 can do that the 6100 couldn't do without a decent OC to the 6100.
