I think they're just hoarding data for no good reason.
Uninstall games you haven't touched for a year, simple fix.
Install them when you're going to play them.

You only have to uninstall when you need the space as well. For what purpose is there in uninstalling a game to free up space now vs in the future? None, there is no advantage unless you SSD is full with no provisioning.
