Just installed new hard drive on HP laptop now getting boot device not found. Please install an operating system on your hard

Had to replace the hard drive in grandson's HP laptop. Now when I turn it on after performing system diagnostics, I only get the following message: Boot device not found. Please install an operating syste on your hard disk. Hard disk (3FO). If I reinstall windows 10 should that solve the problem?

Yes, that is exactly what that message is telling you.
The new drive you put in has no OS on it.
