Just installed new ram (16gb 3000mhz) Won’t change.

I just installed 16gb 3000mhz of ram on my B350m gaming pro MSI motherboard but when I boot into windows 10 my ram is stuck on 7.95 GB used and 16 installed and I’ve tried every single tutorial on YouTube and nothing has helped my last ram used was 8 gb. I’ve updated my bios and tried to change the default 2133 MHz to 3000 and even under but no change I’ve tried using A-XMP and it doesn’t work. I have even reinstalled windows and to my disappointment it was still showing 7.95 GB useable. I just don’t know what to do at this point please help.

I just tried running one stick at a time turns out one of the sticks of ram is damaged or broken completely because it won’t start with one but will with the other.
