I'd get a GTX 970 but if you can't go over $200 for a GPU I'd take a GTX 960 over a R9 280x. You're going to need an aftermarket cooler for overclocking. If you're at your max budget it might be better to lower the cpu and raise the gpu.
but why? it is a R9 280X not a 285 or a 280 hell even the 285 and 280 are better when Extremely Oc'ed (pushed as far as they would go with a good chip)
the 280X has 3GB of Vram 2gb is Dated and Obsolete for 1080P

It means Pc gaming is advancing so quickly that you will have to spend money upgrading every single year eventually just to keep games playable.

well as far as it goes for me the best card i ever got is my 7950 which is almost 4 years now got it some time around late AUG early Sep cant remember lol it is a vapor-x and now i need an upgrade but i cant Figure out what card to buy coz of all the hair works tress FX Phsyx mantle TruAudio Freesycn crap seriously why cant i just buy any card that i want and have the full game Experience regardless of my graphics of choice
TBH tho best thing u can do if u want a card to last a while is to get The Best single card available or get a Low tier high end card and Xfire/SLI them and be prepared to run into SLI/Xfire support issues lol
