Just Updated to Windows 10 and am having CPU Usage issues

I just updated to Windows 10 from Windows 8.1 where I had no problems. Upon updating I have had a problem with my CPU usage where at random times (around 3 times every 5 min) my computer freezes up and I cant do anything for between 2-10 seconds. In the task manager performance monitor utility (as well as in MSI Afterburner) It shows that my CPU usage spikes to 100% whenever one of these freezes happen. I have since made sure that my drivers are updated, CPU temperature is good, have ran deep malwarebytes scans, changed battery/performance options and have been scouring the web for any possible fixes so any help is greatly appreciated.

I've done that and I've still had the same problem. I've also tried running different versions of the Radeon drivers as well but I still am consistently having a problem.

Kill the notifications, these can take the cpu and disk usage to 100%

I had to kill all of them to open up file explorer and run something. . Even with 32 GB ram, this system was crawling
