Y'know, reposting a question just because you didn't get an answer in an
hour and a half is kinda rude. In any case, no. The Psychatog is
black, and therefore cannot be Terrored. The fact that is also blue
does not change that fact that it is black.

Well, let's look at the cards:

So, Terror's target must be nonartifact and nonblack. Since Psychatog
doesn't say otherwise, its colors are the colors in its mana cost:
blue and black. Since it's black, it isn't nonblack. Therefore, Terror
can't target it.
