Is Psychatog nonartifact? Yes, it is. Is it nonblack? No, it is not; it is
black, so it can't possibly be nonblack. So it's not a legal target for
Terror.

(Is it blue? Yes, it is. Does that, by itself, make it nonblack? No. Terror
doesn't ASK if it's blue or not; it asks if it's black or not.)

No, since it's black. "Non-black" and any similar designation you see in
Magic (like "nonartifact" on the same card, or "non-Wall" on a number of
creature-affecting cards) only cares about one thing: is it black (or
whatever other characteristic is being asked for), or not? It doesn't
care what other characteristics an object might have.

Now some people look at a critter like Psychatog and want to answer the
above question with "no, it's not black; it's black and blue". In Magic,
that line of reasoning doesn't work; either it's black or it's not,
either it's blue or it's not. If it's both, fine, but that means
*exactly* that; it's both at the same time, not some special third
thing.
