K+B Lightings stay on when PC is off (if clicked/pressed)

I have the Razer Chroma Black Widow keyboardand Logitech G502 Proteus Core mouse.

When the PC turns off, my mouse and keyboard's Lights turn off... at keast right afterwards
What's the problem?
If I press a single mouse button or type a single key, the device's lights will turn on again. Not they don't turn each other on, but the devices separately turn their lights back on when the PC while off by the touch of a button. They aren't using profiles either, it's like a default lighting for both, like they're simply being powered, and this is reactivated with a click or keypress.
Both are wired devices, leaving no buggy wireless controllers, switches to turn them off, or internal power to keep them going (except USB power)

I'm not stupid, so I know this could be a Mobo feature intruding. I have an Asus Z97-Pro with all drivers installed EXCEPT the Asmedia USB drivers, as those are even buggier (a keypress would turn on the pc from its shutdown state... like wtf)
Charging features of the Mobo are turned off, but it still seems to be both powering these devices and they think it's okay to turn on. I even turned off the Asmedia Controller 3.0 controller, so they're all treated as Microsoft driven 2.0 ports, but they still do it. I have searched the Mobo for all USB and Onboard device options, and I cannot find anything of use.

This happens in both USB 2.0 and 3.0 of the Asmedia ports, and even in the mobo's Intel driven ports on the mobo, so I doubt it is a Asmedia USB controlled issue.

There are no options in Razer Synapse or Logitech's software to stop this, even Synapse's check box of turn off lights when screen turns off stops this, as the computer is off.

I found ONE solution, I unchecked all mouse and keyboard power states from being able to wake the computer, and that stops their lights, but then I cannot wake my pc again except by pressing the power button again (which sometimes leads to a full restart instead of a wake... so I like just waking it with a mouse click)
My old Microsoft Sidewinder X4 keyboard NEVER did this oddly, even with it being allowed to wake the computer, but the mouse and this new keyboard always do.

To be clear, in sleep, hibernation, or shutdown, the lights do turn off, but the keyboard and mouse reactivate with their next button click, turning their lights on, even with the PC still off.
If anyone has similar experience or advice, I kindly request it. Thanks!

Your words...

Change your mobo USB power jumpers settings to +5v only.

It seems the problem is your bios configs and the case front pannel wires were messed up.

Hmm, see I couldn't find any USB power settings in my Asus Z97-Pro Bios. I can only enable or disable ports, i cannot control +5v or +5VSB or vice versa. I can't find any jumpers on the board either.

bios configs and the case front panel wires were messed up?
care to elaborate on what you mean by that?
I'm plugging the mouse and keyboard directly into the back, the front panel usb's shouldn't be a factor here.

Trust me, it is in shutdown mode. It may be in some odd S state though.
ErP is disabled, meaning it should be in S3 when sleeping.
My Mobo's LED's all shut off when the power button is pressed, not to mention I meet the BIOS splash screen when I press it, so I know the PC is shutting down. Asus mobo's are popular for allowing powered USB ports after shutdown to charge devices or power usb devices, but there doesn't seem to be a single way to stop them from doing so.

I'm not worried about sleep though, the lights turn off even when entering sleep mode, but the fact that they turn on when the PC is completely shutdown is the odd part.

Disabling the K+B ability to wake the computer from sleep seems to stop the lights from turning back on when the PC is off, as it finally shuts off power the the 2, but then I cannot wake the PC except with the power button when I do want it to sleep... Such an odd glitch with no convenient solution.

I am using BIOS 2205 from 2/2/2015, but this isn't a new issue. It's happened in all other BIOS versions I've used (I've used every single BIOs, I got this board the week it came out), and the new BIOS notes don't specify any solutions to this particular problem. I can update anyways, but I see very little point.

EDIT: Updated to latest BIOS, still the same lighting issues as expected

Heh I knew you were going to ask that. I knew because it is hard to find these options sometimes.

On mine it is under Advanced -> APM. Enable Deep S4. If you have an ErP certified PSU, enable ErP ready as well.

Hmm, oddly I don't have the option for "Enable Deep S4"
I only have 4 options under Advanced -> APM Configuration.
All I see is ErP, which has 3 options
_Disabled
_Enabled (S4+S5)
_Enabled(S5)

I chose S4+S5, hopefully that is all I will have to change, as I see no other options to enable other S states.
I will update if it works or not.

EDIT: it does work with ErP enabled, the lights stay off now, all USB's seem unpowered now at shutdown. Now I just have to decide if I want to keep it in S4 state and sacrifice the extra seconds of boot-time
Thanks for the help, I appreciate it
