I would say probably not, If you dont OC or do so lightly go for the Coolermaster Hyper 212 EVO one of the best air coolers on the market for the price. If you want to heavily OC go with an H100i, if you cant fit that, the H80. Anything less than those is on par, or beaten by the EVO with 2 fans.

what if i decide to put my cpu on its turbo clock (3.6) will it hold?
can i even put it 24/7 on turbo?

At this point it depends on your case. What kind of case do you have? Tall coolers might not fit but also you might not even need a cooler tbh if you're just going to use the stock frequencies. You'd be fine with a http://www.newegg.com/Product/Product.aspx?Item=N82E16835103064 imo

Not really silent, but close to it with a max of 17 dba.
