Question KatMouse utility disables scrolling in certain Windows panels ?

This concerns an app but the question is more about a Windows feature.

I use the KatMouse utility to enable mouse wheel scrolling in an old CAD program. It works but disables scrolling certain Windows system panels, for example, Start Menu, Taskbar settings, display . settings, etc AFAICT, it affects only those that hide the scroll bar until the mouse cursor is hovered over the panel's right edge.

KatMouse has provision to disable it for specific programs by entering the program's exe file in an exclusion list, but I don't know what to do with Windows' scrolling function. Can you please help?
 
Try adding explorer.exe ?

Start Menu isn't a separate application as far as i know. It should be part of Windows Explorer. But it's so integrated in the OS, it may not be possible to separate.
