Keep power to my USB ports when PC in sleep

When my pc is turned off or in sleep i cannot charge anything with my USB ports, i have tried changing the power settings in device manager for the USB root hub and i still didn't work. Any information would be great thanks.

That board doesn't support it according to Gigabyte's specs. You'd need a powered hub like USAFRet suggested.

This might be completely unrelated but when my pc is turned off, if i press a button on my keyboard all the lights will come on, why will power go to my keyboard but not say my phone (razer black widow chroma)

USB ports will always have a little bit of power to them which is what allows features like if you move your mouse it comes out of sleep mode. But its simply not enough amperage to charge a phone.
