Kernal Power Event 41

Hello i have a A-10 7700k with A GTX 960 and im having problem with Windows Kernal power Event 41, i downloaded Hwmonitor and it says that the cpu package is over 70C while not even gaming, while its at idle its over 70c, i put new Artic sillver 5 thermal paste on the cpu. and yes i did put it on the correct way. it only happens when im gaming the computer will randomly restart without warning or bluescreen. and it works like normal until it happens again at random. i dont think the cpu is overheating becasue im in a room that gets no heat at all so its like 20 degress at all time, i got 6 fans in my pc, 4 of them being 120mm fans, and 2 80mm fans, their is no dust in my case my computer is hooked up to a power surge protector so thats not the issue, it all starting happening after i got my new GTX 960. this computer is not even a year old yet, the graphics card runs at great temps as well. im running windows 10 with all updates, all my drivers are fully updated as well. i performed multiple cleanings on my pc monthly. its not on the floor, its up on a desk so it can breath, their are no wires cluttering inside the case, so thats not the problem either. im not sure what CPU package means in HWmonitor because whenever i see other people use it CPU package does no exsist, its almost like the software does not reconize how many cores i have because it will no display them and their temps. the cpu fan speed runs at 1200-1400 rpm at all times. so im not sure why my cpu is so damn hot. and yes the integrated APU video is disabled.

Going on this alternative but believing that you have absolutely explored all the options as mentioned above:

1. Go to performance & see what your cores are doing. Also look at the process tab and see if anything looks suspicious.

2. Check your system with (try multiple)Antivirus/ Adware/ Malware(suggested place to explore is Msconfig, start-up) for example in task manager it could be running with the name of "SystemUpdatekb****" or "Pack****" or "SecurityUpdate****"
