Kernel Debugger won't open yet "bcdedit -debug" is on

OS - Windows 10

Okay I am trying to open the kernal debugger yet it keeps telling me
"This system does not support local kernel debugging"

In a elevated CMD bcdedit debug is set to on and computer has been restarted

I go to windbg (x86) run it as an administrator go to Filer>Kernel Debug..>Local>Ok
and then it gives me the error..

"This system does not support local kernel debugging"

For the sake of relevance, I'd need to warn you that any form of editing in the underlying architecture of the OS tends to make it become unstable and may end up going belly up at the worst time of day. Please back up any and/or all critical data before proceeding to work on CMD, powershell or the kernel.
