Question "Kernel Security Check Failure" when trying to boot from USB install media

I just built my first PC and when trying to boot Windows installer from my USB I get “kernel security check failure” and cannot install Windows. Due to Windows not being installed I can’t find a way to boot directly into safe mode or trouble shoot any driver issues. I have tried multiple sticks of RAM, multiple USB drive with new windows media installers loaded, different cables from the power supply, updated to the BIOs, reset the motherboard but cannot seem to find a solution to the problem. Please help...
CPU: Ryzen 5 2600
Motherboard: Gigabye b450m ds3h
Graphics Card: GTX 1050 ti (single fan)

Could try running Prime95 and test CPU -

It could be you got a bad motherboard.
You have done all the steps I would suggest, if you can't even get windows on pc its not going to be software. I would be tempted to get parts replaced since its only brand new.

I would try running Ubuntu LIve USB on it and see how it goes. If it runs, you can use it to test hardware as well

Update: tested everything and thought it was a motherboard issue. So I went and got a new motherboard. Turns out the motherboard was not the issue. Also tried to run a different graphics card just to check and still ran into the same thing. Assuming this could be a CPU failure as everything else has been ruled out and will run the prime95 test to double check before I bight the bullet and pick a new one up.

Is CPU new? If its not working, you should be able to RMA it?
I realise the model is 2 years old.

I checked to make sure mobo works with CPU. It should.

What PSU are you running?

The CPU was bought about 6 months ago and ran on my buddies computer for a few months. Then he sold it to me 2 weeks ago. I guess something could have happened between the transfer from person to person. The cpu shows up and is reading fine in the bios as well.
I am also running a EVGA 750W.

Maybe check the pins on the CPU aren't bent?
