Key chip for a for a 1999 Toyota Avalon

I have a 1999 Toyota Avalon and don't have the keys already broke the column and found out it has a key with a chip is there anyway to bypass that without having to get a car get on another ignition and all that is there any way to start the car by bypassing it the girl that owned the car went back into the service and didn't have the keys so she gave me the car

Just like a PC that you"acquired" without a password...you need to ask the previous owner or the manufacturer.
Take it to the Toyota dealer. Be prepared to provide proof of ownership.
