Question Key does not register

I am using an azerty keyboard which means when I press the number 4 on my keyboard a single quatation mark should pop up but nothing registers. I can use SHIFT + 4 to get the number 4 as you can see it is just if I press the key without shift which normally would print out a single quotation mark but nothing happens. This basically renders my 4 button useless in games since I cant use it for casting spelles in WoW for example since I need to press it together with shift if I want to use it. I have an Razer ornata chroma keyboard but I dont think my keyboard is the problem since I can still type the number 4.

What happens if you change your keyboard layout to US or UK?
