Keyboard and mouse both are not working

Today i started my Dell laptop having windows 8.1 and then i found keyboard and mouse of my laptop is freeze, due to this i can't even turn on my laptop.
Please tell me how do i fix this issue?

Hopefully, you'll have a friend who can lend you a keyboard and mouse to gain access to your system and find out what's wrong with it. Once you're in, go to Control Panel>Device Manager and see if the keyboard has the right driver.
