Keyboard and Mouse lights turn on with PC off

So if I turn off my PC and press a key on my keyboard or my mouse, the lights come on. The PC is turned off but it seems that the USB ports are still giving power or have power and it gives it to them when a key is pressed. This only happens when I shut down the computer in Windows by just going to the start menu and shutting down like you would normally do. It won't happen if I just shut off the PC by holding the power button and waiting for it to shut off. Is there an option I need to disable in the bios that will prevent the ports on the system from not having power still?

Check the BIOS... the USB settings may be allowing passthrough power for device charging. You can turn it off
