Keyboard and Mouse not working at login screen

Today I decided to roll back from Windows 10 to Windows 7, everything seemed fine all the way up until Windows 7 got to the login screen. My keyboard and mouse just ceased to work even though they work fine in BIOS. I'm at a complete loss at what to do right now. Any help wouls be great.

For the record, I've hooked up a different mouse and keyboard, hooked up an ancient PS2 keyboard, booted into safe mode, tried different USB ports, tried making a recovery disc off this laptop Im currently using only to find out there were no restore points, and Ive tried using a Kaspersky rescue disk althoug I had no idea what to do from there. None of it has worked.

I can get into the computer but the only accessible thing are the Users folder

I'm having the same issue, but did not change anything with Windows. I'm using windows 7, I think there was an update today. The mouse works fine during diagnostics but not once Windows is loaded.

I am also having this issue. I went back to windows 7 from windows 10 and all is good until windows login. No keystrokes are recognized from my laptop or external keyboard.
