Keyboard and Mouse not working on new build.

I just finished putting together my PC and it turns itself off after about 30 seconds.
I boot it up the display works all the fans and such are going and i get to this screen:

I try clicking all the keys showed and none of them do anything, im using a USB with the software instead of the disc, my keyboard num lock key turns on so i presume the keyboard is working.

Then after 30 seconds of being stuck on that screen it turns off

Edit: Just hooked up my old Disc drive and tried putting in the disc that came with the motherboard, no change.
 
I did look through that but that mainly seems to be if your PC won't turn on or if you get no display, mine does turn on it just for some reason turns on after 30 seconds, all of the fans are working, both the chasis ones, the CPU coooler, the PSU and the GPU's are spinning.

If i spam press every key on the keyboard i eventually get onto this screen:

But the keyboard and mouse don't work on that screen and 30 seconds later PC turns off
 
Knew i was forgetting something to add to the info before, im using a CoolerMaster Hyper 212 EVO

The CPU cooler, Motherboard, Chasis, PSU and 3TB HDD are all new and unused,
The GPU, CPU, RAM and 2TB HDD are all from my old PC that all worked fine the other day before i took the parts out.
 
Tried running both a mouse and a keyboard through a PS/2 adapter i had, when connected via the adapter neither the USB or Mouse lights came up or worked.

I've taken the CMOS battery out going to leave it for half hour or so then try putting it back in and running with and without a GPU.

Im going to go out on a limb and assume it's not a faulty or damaged part otherwise the computer wouldn't turn on at all right?
 
As expected resetting CMOS did nothing so did running with and without a GPU, i have now figured out if i hold down the DELETE key i get to the UEFI screen but after a second the mouse stops moving, hold down the other keys don't take me to any other screen.
 
Would a faulty mobo cause that? i thought if something was wrong it just wouldn't turn on.
I did fix the issue of it turning off after a minute or so but now its doing it again not sure what is causing that.

Why would the keyboard and mouse only soft or work, as soon as i get into the UEFI thing the keyboard and mouse stop working after a second each time but there is still the light on both of them showing that they are working and plugged in properly.

Asrock would be an American number wouldn't it? if so that would cost me an arm and a leg to call them, i tried a second set of Keyboard and mouse in all of the USB slots including the PS/2 one.

The issue i get is A2/A6 code most of the time which means A2 = IDE Detect and A6 = SCSI Detect thats when i try them in the Sata 3 and Sata 2 slots.
My mobo didin't come with a motherboard speaker and i have one being sent ATM but that may not arrive til late this week or next week this thing really has me stumped by it sort of working but not flat out working or flat out broke.]

When i start the PC without the RAM i get an error along the lines of it can't be found and it restarts every 10 seconds until i hold hte power off button, but when it is in i get no such error or restarting so is it safe the assume my RAM is fine? i tried looking at this list: http://www.asrock.com/mb/Intel/Z77%20Extreme4/?cat=Memory but i couldn't see my ram on it which is this one: http://www.newegg.com/Product/Product.aspx?Item=N82E16820147342
Also i got it to stop turning off after a minute, not sure how though.
 
The motherboard speaker arrived a few minutes ago, going off this site http://www.asrock.com/support/faq.asp?id=286

Booted without the RAM in, got the 3 long beeps with the 53 code shown so the speaker is working.
When i boot it all put together i get no beeps, it says no beeps mean bad CPU, but it says its meant to show no debug code but i still see the A2 code which means IDE detect, so im confused as to if my CPU is damaged or working.
