keyboard and mouse not working

I built new pc. when i start it goes to start up repair or start windows normally. problem is that key board and mouse not working beyound this point. will let me choose either or but keyboard not working after that. every thing new except the 2 hard drives and they both worked before.
please help. im stumped.

You re-used drives from another setup? There is the issue. Install Windows clean on a drive on the computer you just built.

i reformatted drive and tried reinstalling on this new build. same thing.unless need a brand new drive ?. i have a new ssd coming soon.

i fixed this by making a usd scandisc as bootable and downloading windows 10 pro upgrade to this and installed on old hard drives. i also used my old windows key to activate. i do not like windows 10 but nothing else i could do. asrock motherboard is not compatible with windows 7 due to no drivers for my mouse and keyboard. if this would of allowed me to use my mouse and keyboard i may been able to find drivers. wish i could go back to windows 7.
