Keyboard and mouse sometimes not recognized on startup Win7

Ok ill try to explain in as good detail as possible. I just got a new pc, a nice gaming rig using windows 7. The components are a Steelseries Apex Raw keyboard and a Razer deathadder mouse that I have never had trouble with. I plug them into usb in the back of the pc and it worked fine. When I startup the pc again after shutdown or restart, sometimes 1 or both of the components dont work. It will even prompt me saying "this is the first time u have plugged in ur keyboard, select a language" etc. When I restart, sometimes they both work fine, sometimes just the mouse works but the keyboard is still gone. Sometimes it takes a few startups to get both working. I checked the device manager and it says I have the latest drivers for the components. Please help me figure out what is going on, its frustrating having to restart multiple times. I have tried using different usb ports but no change.

Not sure, maybe check you drivers ? Windows update ? Is everything connected properly ?

you need to use ps2 keyborad until u get the drivers installed

About the drivers, when I use the device manager and sel;ect "update drivers" it says they are updated. Windows is updated and everything is plugged in correct. The thing is, it works perfectly fine after a few reboots, its just if I turn it off or the pc crashes, when windows starts the devices just black out and even my usb headset creackles a bit. I have to restart and usually it is ok, but sometimes I have to unplug/plug the kb back in and then it works.
