Keyboard and Mouse won\'t work at Vista login screen

I deleted some "upper filters" and "lower filters" from my registry (4d36e965-e325-11ce-bfc1-08002be10318). However when I rebooted my machine, the keyboard and the mouse are not recognized - even in safe mode. I took the CMOS battery out but I think I might be able to do something else in the BIOS to get past this but I am not sure what.
Can anyone give me a suggestion as to how to fix this?

Thank you for the link. It was as I feared. I needed a reformat since my C: drive was very close to being full.
I will be giving this a try.
