Keyboard and mouse won't work when I try to factory reset my Window 7

When I try to factory reset my Window 7 and I get to the Select a language page then press next, my keyboard and mouse won't work and I'm unable to press next. I looked around and people said to try plugging my keyboard or mouse into a USB 2.0 port; however, I do not have any USB 2.0 port. I only have 8 USB 3.0 ports. People also said to try different USB ports and that didn't help either. Is there a way to fix this?

Motherboard: Gigabyte GA-Z87X-UD4H
Keyboard: Corsair Vengeance K70
Mouse: Corsair Vengeance M95

Often the one one by the keybd port or the ones in-line with the network ports are the ones that work

I already tried all the ports. Still doesn't work :/
