keyboard and weird popups

so something has been happening with my laptop lately. and what made me ask a question about it is the keyboard, by default i have 3 types of language set, english us,english canada and another one, but sometimes its not at the one i have by default, which is engligh us, and now i realized that somehow theres a new type of keyboard set, russian. how did it get there, no one used my laptop and i didnt add it.

also once in a while theres gonna be a window opening and closing really quick, too quick too see what it is but just enough so i can see it. i have antiviruses and all but what is causing this?

most of all how and why is there a russian keyboard? this makes no sense at all.
It is starting to concern me a lot.

Run a full virus scan in safe mode with networking to rule out it being a virus

I also found out that theres a process with no name, just blank. that uses up like 90% of my processor.
and it was still there after i scanned it on safe mode.

Open msconfig, click on the startup tab
Disable the programs you think are suspicious and reboot your PC
See if that process still shows up.

If it does
Open msconfig
Click on the services tab
Check the box that hides all Microsoft services
Uncheck one by one until you find it
