Keyboard doesnt work!?

I have recently built a computer for the first time and i try starting up the computer and after about 2 minutes it starts up(is that a problem) but the reason im making this thread is because i try to enter the BIOS to install an OS but my wired keyboard isnt working! It is a HP keyboard.

Make sure it is plugged into a USB 2.0 port not a USB 3.0 the 3.0 usually requires a driver to be installed to work.

It still doesnt work i put it in the 2.0. The keyboard is brand new and all i get is a dash blinking screen please help!
